<P>PROBLEM TO BE SOLVED: To provide a message transmission technique (using a base station and a mobile station each functioning as a message processing device) of a building of a general house or a small office by using a mobile station (portable terminal device) and a femtocell. Ž<P>SOLUTION: The base station (FAP) of a mobile communication system includes: a storage unit (140) for storing messages destined to a mobile station (AT) of the mobile communication system; and a transmission unit (134) for transmitting the message to the mobile station (AT) when the position of the mobile station as the destination of the message stored in the storage section (140) is registered or has been registered in the base station (FAP). The message includes timing information indicating a timing from the state where the mobile station (AT) cannot detect the base station until the state where the message is broadcasted.
