PROBLEM TO BE SOLVED: To provide an optical compensation plate used for a liquid crystal device or the like, capable of properly compensating phase difference and adapted to be made small-sized.

SOLUTION: The optical compensation plate (200) includes a support substrate (290), a first optical compensation element (210) provided on the support substrate and having a first optical axis having positive uniaxial property and tilted by a prescribed angle to the substrate surface of the support substrate as an optical axis and a second optical compensation element (220) provided to be laid over the first optical compensation element on the support substrate and having a slow axis in the view from a direction along the normal line of the substrate surface of the support substrate.
