<P>PROBLEM TO BE SOLVED: To obtain the noise reduction effect in image overlapping as expected, by separating a background still picture portion and a moving subject portion inside an image and increasing an addition rate for the background still picture portion. <P>SOLUTION: A local motion vector detecting means 154 detects a local motion vector for each target block through block matching. A global motion vector calculating means 158 calculates a global motion vector for each target block using global motion. An evaluation means 150 compares a correlation value for a reference block corresponding to the local motion vector of the target block with a correlation value for a reference block corresponding to the global motion vector and evaluates whether or not the target block is a background still picture portion on the basis of a result of the comparison. <P>COPYRIGHT: (C)2010,JPO&INPIT |
