<p><P>PROBLEM TO BE SOLVED: To achieve the phase regulation of a cancellation signal without using a phase shifter (delay unit), and to ensure noise attenuation performance (control performance) by suppressing a phase change of the cancellation signal with respect to a frequency, thereby widening a noise attenuating frequency range. <P>SOLUTION: A regulated reference signal generator 40 generates a regulated reference signal Sra by sequentially reading waveform data from a read position shifted by a predetermined amount from a read position of a reference signal Sr with respect to the waveform data in a reference signal generator 22. A 1-tap adaptive filter 42 generates a control signal Scp by multiplying the regulated reference signal Sra by a filter coefficient W. A gain regulator 44 outputs a correction control signal Sca by multiplying the control signal Scp by a gain G.
