PROBLEM TO BE SOLVED: To control the release of spread powder. SOLUTION: The powder spreader 1 is provided by installing a storage tank 6 used for storing a stabilizer N on a vehicle 2. The stabilizer N is received by a hopper 12 from the storage tank 6, and the stabilizer N is spread from a spreading opening 12d on the road surface G. After that, soil S is spread from a soil hopper 15 which is provided to the rear of the spreading opening 12d and which is used for spreading the soil S.
