<P>PROBLEM TO BE SOLVED: To provide an ultrasonic inspection device capable of increasing a frequency of a generated ultrasonic wave up to a prescribed level or adjusting easily the level of the frequency, and a nondestructive inspection method of a nuclear power plant. Ž<P>SOLUTION: In this ultrasonic inspection device 1 equipped with a laser device 5 for emitting laser light having an adjusted output, and an ultrasonic transmission part 17 for volume inspection having a transmission diaphragm 39 for generating an ultrasonic wave by being irradiated with the laser light 48 emitted from the laser device 5, inspection is performed by irradiating a structure member 57 with ultrasonic wave generated from the transmission diaphragm 39 of the ultrasonic transmission part 17 for volume inspection. In the device 1, an opening member 51 is installed on an optical path of the laser light 48 entering the transmission diaphragm 39, and the opening member 51 has an opening part 52 allowing passage of the laser light 48 with a cut peripheral part.
