PROBLEM TO BE SOLVED: To provide a rotary valve capable of suppressing occurrence of abnormal sounds. SOLUTION: In order to solve the above object, an issue solving means is provided for the rotary valve which comprises a cylindrical housing 2 having a pair of ports 2g, 2h in side portions for communicating the inside with the outside, and a valve element 8 stored in the housing 2 in a peripherally turnable manner, the cylindrical valve element 8 having a pair of orifice holes 21, 22 to be opposed to the corresponding ports 2g, 2h of the housing 2, in side portions for communicating the inside with the outside, the valve element 8 being turned for communicating the corresponding orifice holes 21, 22 with the ports 2g, 2h to change a flow path area, wherein one port 2g and one orifice hole 21 corresponding to one port 2g are axially eccentric to the other port 2h and the other orifice hole 22 corresponding to the other port 2h, respectively.
