PROBLEM TO BE SOLVED: To provide a technique to widen an area while improving a degree of freedom in installation. SOLUTION: A first relay apparatus 12 receives a broadcast signal containing at least one channel formed from a plurality of segments. Furthermore, the first relay apparatus 12 extracts at least one segment component from the received broadcast signal. Moreover, the first relay apparatus 12 transmits the extracted segment component as a communication signal. A second relay apparatus 14 receives the communication signal from the first relay apparatus 12.
