<P>PROBLEM TO BE SOLVED: To enhance convenience in using for a vehicle a portable unit having both an ID transmission function of transmitting an ID code for operating a specific on-vehicle instrument and a specific function such as a mobile phone and a portable audio unit for being operated independently of the vehicle, in a vehicle control system and a portable unit holding device. <P>SOLUTION: The vehicle control system includes the portable unit having both the ID transmission function of transmitting an ID code for operating a specific instrument installed on the vehicle and a specific function for being realized independently of the vehicle and an on-vehicle instrument controller for operating the specific instrument by verifying the ID code transmitted from the portable unit to operate the specific instrument.
