<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method which can reduce the irregularity of an image. Ž<P>SOLUTION: On recording paper 12, a processing liquid is supplied to the surface of the recording paper at a processing liquid supplying part while it is sucked and conveyed by a suction drum 110, and thereafter, ink droplets are delivered on the surface at a color ink supplying part while it is sucked and conveyed by a suction drum 310 to form an image. In this case, the recording paper 12 is sucked and conveyed by sucking different sites by the suction drum at the processing liquid supplying part and the color ink supplying part.
