<P>PROBLEM TO BE SOLVED: To provide a method, device and program for collecting copyright holder information, for efficiently collecting information related to a copyright holder when the copyright holder is unknown. <P>SOLUTION: When the contact address of the copyright holder of a translation object content is unknown, an information providing request is disclosed in various pages within a translation request site. A request of consent for use is transmitted to the copyright holder based on information provided, and an answer is received (S67). When an answer saying that information is erroneous is received from a person who is not the copyright holder (S68: YES), the rank of the information provider is reduced according to the frequency of providing erroneous information (S69). When an answer is obtained from a right copyright holder (S68: NO), the rank of the information provider is raised according to the frequency of providing right information (S72).
