PROBLEM TO BE SOLVED: To precisely estimate a preference characteristic of a user in a communication network.

SOLUTION: In a teacher user characteristic specification unit 16b, an inquiry question transmitting and receiving control part 16a specifies a characteristic of a teacher user on the basis of inquiry question data from a teacher user terminal 30. An access history collection unit 16c collects access histories of a teacher user, an action data generation unit 16d generates action data of the teacher user from the history of the teacher user by using a history/action correspondence table of a history/action correspondence table storage unit 15d, a characteristic estimation model generation unit 16e generates a characteristic estimation model from the characteristic and the action data of the teacher user, an action data generation unit 16d generates action data of an estimated user from an access history of the estimated user by using the history/action correspondence table, and an estimated user characteristic estimation unit 16f estimates the characteristic of the estimated user from the action data of the estimated user and from the model.
