PROBLEM TO BE SOLVED: To provide a transmission delay analyzing apparatus, program and method, for efficiently analyzing variation of transmission delay by noise. SOLUTION: The apparatus includes: a first acquisition part for acquiring a noise waveform that is a waveform of the noise from among waveforms of a first transmission line received by a reception circuit; a first calculation part for calculating a noise peak level which is a peak level of the noise waveform acquired by the first acquisition part; a second waveform acquisition part for acquiring a signal waveform that is a waveform of a signal free from the noise from among the waveforms of the first transmission line received by the reception circuit; and a second calculation part for calculating a delay variation amount that is a delay variation amount that is a variation amount of the delay based on the signal waveform acquired by the second acquisition part, a threshold for deciding a level of the signal received from the first transmission line by the reception circuit, and the noise peak level calculated by the first calculation part.
