PROBLEM TO BE SOLVED: To compatibly achieve heat transferring performance and ventilating performance by cut and raised sections in a finned tube heat exchanger. SOLUTION: This finned tube heat exchanger 1 comprises a plurality of heat transfer fins 2 disposed in the airflow in a state of being arranged at intervals in the plate thickness direction, and a plurality of heat transfer tubes 3 inserted to the plurality of heat transfer fins 2 and arranged in the direction roughly orthogonal to the flowing direction of airflow. Each heat transfer fin 2 has the plurality of cut and raised sections arranged from an upstream side toward a downstream side in the flowing direction of airflow at both sides in the vertical direction of the heat transfer tube 3, a height from a heat transfer fin face of each cut and raised section is gradually increased toward a downstream side in the flowing direction of airflow, and a value obtained by dividing an average height H of a front end height a as the height from the heat transfer fin face at a front end in the flowing direction of airflow and a rear end height b as the height from the heat transfer fin face at a rear end in the flowing direction of airflow, by a fin pitch FP is 0.3 or more and 0.6 or less.
