PROBLEM TO BE SOLVED: To provide a noise filter for suppressing an insulating layer from being dissolved in plating processing. SOLUTION: A stack 14 incorporates a capacitor C. A stack 16 is provided on the stack 14 and incorporates coils L1, L2. An external electrode is connected to the capacitor C or to the coils L1, L2 and formed on a surface of the stack 14 and on a surface of the stack 16. The stack 14 includes: insulating layers 32a-32j; capacitor electrodes 50a-50f stacked together with the insulating layers 32a-32j and constituting the capacitor C; and second insulating layers 33a, 33b stacked at an upper side or lower side than the insulating layers 32a-32j in a z-axis direction and having plating resistance higher than that of the insulating layers 32a-32j.
