<P>PROBLEM TO BE SOLVED: To provide a vibration-cutting apparatus which deals with an earthquake causing a big horizontal displacement quantity at low cost to solve the problem that because the effect of earthquake-caused vibrations on a structure is created mainly by horizontal displacement resulting from S waves, a conventional technique of weakening vibrations by extending a vibration cycle through a vibration-isolating or vibration-controlling apparatus requires high costs in carrying out an anit-earthquake measure against an earthquake causing a big horizontal displacement quantity. Ž<P>SOLUTION: The horizontal displacement controlling vibration-cutting apparatus includes an upper flange 2, a lower flange 3, a spiral plates 1 formed multi-cylinder spirally between both flanges 2 and 3, and a stopper 4 which is disposed in a hollow portion of the spiral plates 1 to the control the horizontal displacement to a given horizontal displacement quantity.
