PROBLEM TO BE SOLVED: To obtain a thin powder layer in which the pack density of a molding powder is uniformized over the whole region in an annular cavity. SOLUTION: The apparatus for forming a powder layer includes a molding die 2 having an annular cavity K, a holder 3 that rotates forward and backward and that rises intermittently or continuously from a state descended to a lowered position, and a rake 34 that is held by the holder 3 and that has a blade 40 for revolving inside the annular cavity K. The blade 40 makes an inner end edge 40a approach to the inner circumferential wall 2a of the molding die 2 as well as making the outer end edge 40f approach to the outer circumferential wall 2b of the molding die, with the lower end edge 40b extended along the annular bottom face Kd of the annular cavity K. A crossing angleθin the longitudinal direction of the blade relative to the radial direction R extending from the vertical center line C is set such that a powder body e is moved outward while moving it in the revolving direction using the forward rotation of the holder 3 and that the powder body e is moved inward while moving it in the revolving direction using the backward rotation of the holder 3.
