<P>PROBLEM TO BE SOLVED: To provide an organic EL display can improve a service life of a product by suppressing peeling-off from the lower electrode layer of a second insulating layer, and to provide a method of manufacturing the same. Ž<P>SOLUTION: The device includes an element substrate, a circuit part having a thin film transistor of which at least part is arranged and installed on the element substrate, a first insulating layer which is arranged and installed on the element substrate and on the circuit part and includes a hole structure partially on a region of the conductive layer, a lower electrode layer formed on the first insulating layer, a light-emitting element which is formed on the lower electrode and equipped with a light-emitting layer having an organic material, an upper electrode layer formed on the light-emitting element, a contact part in which the circuit part and a conductive layer are electrically connected in the hole structure, a second insulating layer composed of the organic material having a part to be filled into the hole structure of the contact part, and a third insulating layer composed of the organic material to cover the second insulating layer so that it is not to be exposed.
