PROBLEM TO BE SOLVED: To correctly determine the noise figure (NF) value of a receiver (receiving device). SOLUTION: This noise figure deriving device 60 includes a first NF deriving section 62 which derives a first noise figure as a noise figure derived by connecting a predetermined receiver side pin pin1R to the receiver 116 based on the ratio Y derived by measuring two kinds of reference noise electric power by the receiver 116 when two kinds of reference noises with different levels from each other output from a reference noise source 22 with a known excessive noise ratio are provided to the receiver 116 via the predetermined receiver side pin pin1R as an input signal, and the excessive noise ratio of the reference noise source 22, and a second NF deriving section 64 which derives a second noise figure as a noise figure derived by connecting receiver side pins pin2R, pin3R, pin4R to the receiver 116 based on a measurement tool side inter-terminal difference and the first noise figure.
