<P>PROBLEM TO BE SOLVED: To provide a piping coupling device enlarging a slit of a pipe heat insulating cover of an attached pipe in a connection portion, and preventing formation of an opening in the portion. Ž<P>SOLUTION: When mutually connecting opening ends of piping, the piping coupling device is attached to flanges formed in the opening ends. Flat top parts are formed, contacting outer circumferences of the piping flanges, flat side parts contacting the outer circumferences of the piping flanges are formed on tips of a pair of arm parts of bilaterally symmetric shapes extending from the flat top parts in tangential directions, and portions protruding from the piping flanges are minimized by forming window holes facing the piping flanges in the arm parts.
