<P>PROBLEM TO BE SOLVED: To provide a failure detection device of an internal combustion engine cooling device capable of detecting both a close failure and an open failure of a flow rate control valve when conducing a feedback control of a temperature of cooling water to a target water temperature. Ž<P>SOLUTION: In the failure detection device of the internal combustion engine cooling device, the feedback control of an opening of the flow rate control valve for controlling a flow rate of the cooling water flowing through the radiator passage and a bypass passage is conducted to bring the temperature of the cooling water closer to the target water temperature and to detect failure of the flow rate control valve. When the target water temperature of the feedback control is changed, if the time for the temperature of the cooling water to achieve the changed target water temperature is equal to or longer than a first determining value or if the temperature of the cooling water overshoots the target water temperature by a determining threshold value ΔT, failure of the flow rate control valve is detected (S20 to S32, S34 to S46).
