PROBLEM TO BE SOLVED: To provide an organic EL display device capable of improving product lifetime by preventing the peeling of a first insulation layer from a lower electrode layer, and to provide a method of manufacturing the same. SOLUTION: The method of manufacturing the organic EL display device includes the lower electrode layer; a plurality of light-emitting elements formed on the lower electrode layer; an upper electrode layer formed on the light-emitting elements; and a partition wall having the first insulation layer and a second insulation layer, and also disposed between the respective light-emitting elements, wherein a step of forming the partition wall includes a first step of forming the first insulation layer formed of a photosensitive resin on the first electrode by photolithography, a second step of forming the second insulation layer formed of the photosensitive resin on the first insulation layer by photolithography so as to expose the peripheral end of the first insulation layer and a third step of removing the peripheral end of the first insulation layer.
