PURPOSE: A charging system, a vehicle applied to the charging system, and a charging controller are provided to perform the charge and the discharge instantly by not setting the initial time of the charge and the discharge. CONSTITUTION: A charger is mounted on a vehicle(20) and charges a vehicle battery. A power line connects a ground building(10) and the vehicle. A time setting unit(12) sets a charge start time for starting the charge of the battery. A controller(14) starts the charge of the battery in the charge start time. A communication unit(15) communicates between the ground building and the vehicle. The time setting unit is installed in the ground building.
