<P>PROBLEM TO BE SOLVED: To provide a cleaning device for efficiently removing foreign matter adhering on an image carrier after transferring a toner image to a recording paper, and an image forming apparatus using the cleaning device. Ž<P>SOLUTION: A brush roller is provided with an elastic layer, a layer having toner releasability on a surface of the elastic layer, and a brush hair length of 0.5 to 3 mm prepared on the layer, so that accumulation of toner at hair roots is suppressed to improve the removing performance using a recovery roller.
