A strain relief and grounding panel for a telecommunications enclosure that terminates a plurality of drop cables. The strain relief and grounding panel comprises at least one securing plate and an array of fastening mechanisms formed on the at least one securing plate. The fastening mechanisms receive and secure the support wire portion of the plurality of drop cables. The telecommunications disclosure receives the plurality of drop cables directly from a high density neighborhood or multi-dwelling unit. The strain relief and grounding panel can be placed in a distribution cabinet to form a terminal cabinet.
