<P>PROBLEM TO BE SOLVED: To provide technology capable of detecting the movement of a vehicle even if a parked vehicle is moved to a position unreachable for a GPS satellite. <P>SOLUTION: The vehicle movement determination device obtains a stopping time photographed image at the time by a camera at the time when an engine is stopped (step 110) and records it (step 120), and thereafter, at the time when starting operation of the engine is present (step 130), a starting time photographed image at the time by a camera 14 is obtained (step 140). Further, the stopping time photographed image is compared with the starting time photographed image (step 170), and it is determined whether or not the vehicle is moved during parking based on the comparison result (step 175). Further, if it is determined that the vehicle is moved during parking, starting of the engine is forbidden, and notification of theft is performed to a service center or an owner of the vehicle (step 180).
