PROBLEM TO BE SOLVED: To average measurement results of a peripheral cell in response to an area situation in a mobile terminal. SOLUTION: The mobile terminal sets an oblivior factor for use in averaging the measurement results of the peripheral cell in response to contents of parameters containing an intermittent receiving cycle and/or cell reselection standby period instructed from a network. The averaging of a measurement value is performed based on Fn=(1-a)×F<SB>n-1</SB>+a×Mn. Fn represents an average measurement value after an update, F<SB>n-1</SB>represents an average measurement value before an update, and Mn represents an up-to-date measurement value non-averaged. Letter, a represents the forgetting coefficient and may be computed by a=2<SP>(-k/2)</SP>. Letter, k is an averaging (filtering) coefficient, and is a number of 0 or more.
