<P>PROBLEM TO BE SOLVED: To provide an impedance characteristics evaluation method and an impedance characteristics evaluation device, which can analyze reaction resistance in detail by removing film resistance from impedance characteristics measured. <P>SOLUTION: A measuring means 41 measures an impedance of a fuel battery cell 1 by changing measurement frequencies. A film resistance calculating means 42 calculates a focusing value of a real-number component of the impedance with a measurement frequency raised as a film resistance of the fuel battery cell 1.
