<P>PROBLEM TO BE SOLVED: To provide a lighting device capable of surely stopping a circuit function as tracking occurs, and to provide a discharge lamp. <P>SOLUTION: A compact self-ballasted fluorescent lamp houses a lighting device 50 to light an luminous tube 10 in the inside of a case. This lighting device 50 is equipped with a rectifying and smoothing circuit 100, a filter circuit 110, an inverter circuit 120 having transistors Q1, Q2, a resonance circuit 130, a preheating circuit 140 having a positive temperature characteristic resistive element, and the like, and this circuit is composed of a plurality of electronic components mounted to an insulating substrate.
