PROBLEM TO BE SOLVED: To provide a developing device for stably and uniformly coating the surface of a developer carrier with toner for a long period of time even when one-component magnetic toner is used and achieving high image quality, and to provide an image forming apparatus. SOLUTION: The developing device has a regulating member 3j for regulating the layer thickness of a toner carried by a first toner carrier 3a and uses the first toner carrier to regulate the layer thickness of a toner carried by a second toner carrier 3b.
