PROBLEM TO BE SOLVED: To provide a developing apparatus provided with a toner conveying roller having a plurality of projecting parts on its surface, an image forming device, and a method of manufacturing the developing apparatus, which prevents the occurrence of toner leakage and filming or the like caused by adhesion of toner or the like on a sealing member. SOLUTION: In this developing apparatus, a metallic roller with regular irregularities formed on its surface by through feed rolling is used as a developing roller 44. The developing roller 44 is mounted in a developing device so that the direction D8 of rotating the roller during working becomes opposite to the direction D4 of rotating the developing roller 44 in an actual operation condition. Since a burr-like protruding part 446 generated during working is abutted on a surface 471 of the sealing member 47, an object P such as toner particle and an external additive or the like adhered on the surface 471 of the sealing member is effectively scraped off to prevent it from adhering on the sealing member 47.
