<P>PROBLEM TO BE SOLVED: To provide a TSA center lock for a bag, which is proof against falling in an abnormal state irrespective of any operation of a TSA key. Ž<P>SOLUTION: The center lock can be unlocked by matching numbers of a combination lock 4 with preset numbers and turning an opening/closing rotary knob 1 once, and upon locking of the combination lock 4, turning of the rotary knob 1 is blocked. When a cylinder lock 2 is unlocked by the TSA key, the cylinder lock is released from engagement with the rotary knob 1 and turned, and a link portion 3 is slid in an opening direction, to thereby release a locking handle for opening/closing the bag. The center lock includes a turning limiting mechanism for setting the cylinder lock 2 so as to be turnable only in the range of 90 degrees between an ordinary locking state and a TSA unlocking state with respect to the rotary knob 1. The cylinder lock 2 in an ordinary unlocking state is not turnable in a locking direction, and therefore it is not erroneously locked by the TSA key. Further the center lock is provided with a link limiting mechanism for limiting motion of the link portion 3, and therefore the center lock is protected from being damaged due to turning in an excessively unlocking direction.
