PROBLEM TO BE SOLVED: To safely and precisely operate a power generation facility in starting and stopping it by regulating water supplying quantity to supply to equipment such as a condenser, a deaerator, etc. SOLUTION: A condensate booster pump 8 is started after starting a condensate pump 6 to take condensate out of the condenser 2, thereafter, water is made to flow to each of the deaerators 4 one by one, then, a condensate recirculating valve 12 to return the condensate to the condenser 2 from the downstream of the condensate booster pump 8 is totally opened when the condensate to supply to the deaerators 4 is less than 100t/h, the condensate recirculating valve is totally opened when the condensate is 100 to 250t/h, and the condensate is supplied to the deaerators 4 by totally closing the condensate recirculating valve 12 when the condensate is more than 250t/h.
