A method, device and system for setting up a management and maintenance channel in passive optical network system, the method includes: receiving configuration information send down from a network management device, the configuration information includes a first configuration information and a second configuration information; setting up a management and maintenance channel between optical line terminal and the network management device according to the first configuration information; sending down the second configuration information to a user side device, which the second configuration information is used for setting up a management and maintenance channel between the user side device and the optical line terminal.
