A generated encoding amount estimation unit (431) estimates the amount of encoding generated for the pictures encoded up to the current stage in 1GOP. An upper limit encoding amount estimation unit (432) estimates the upper limit encoding amount set for the pictures encoded up to the current stage in 1GOP. The transmission load of the image transmission system is considered when the upper limit encoding amount is set. If the estimated generated encoding amount exceeds the estimated upper limit encoding amount, an updated ratio setting unit (433) outputs an update instruction to lower the target rate. If the estimated generated encoding amount does not exceed the estimated upper limit encoding amount, the updated ratio setting unit (433) does not output an update instruction to lower the target rate. Transcoder (1) can forecast in advance whether there is a possibility that the transmission load for the image data will increase during the encoding of each picture in 1GOP.
