PURPOSE: A tire vulcanizing apparatus and a tire vulcanizing method for improving the uniformity and the evenness of an inner liner are provided to prevent the center a bladder from leaning toward the lower mold by vulcanizing a tire after setting the center of a bladder to the center of a green case in advance by swelling a bladder within a green case in advance in the air over a mold. CONSTITUTION: A tire vulcanizing apparatus for improving the uniformity and the evenness of an inner liner is composed of a lower mold, an upper mold, a bladder(20), a green case fixing device(50), and a bladder moving device. A lower side of a green case(1) is formed in the lower mold. An upper side of the green case is formed in the upper mold moved over the lower mold. The bladder is installed in the center of the lower mold and compresses the green case inside by being swelled in vulcanization. The green case fixing device is horizontally movable and moves the green case before or after vulcanizing by compressing and fixing the green case to two or more side portions. The bladder moving device is installed within the lower mold and moves the bladder up and down.
