PROBLEM TO BE SOLVED: To provide a developing device with improved yield, a cartridge having the developing device, and an image forming apparatus having the developing device. SOLUTION: The developing device includes: a developing roll which is disposed with its peripheral face close to an image carrier for carrying an electrostatic latent image, is rotated while holding on its peripheral face developer containing at least toner, and develops the electrostatic latent image with toner by bringing the developer close to or into contact with the image carrier; a housing which stores developer therein, has an opening, and holds the developing roll so that the side of the developing roll, facing the image carrier, is exposed from the opening and so that the developing roll freely rotates; an elastic member disposed on the edges of the opening and having hardness lower than that of the housing; and a sealing member which has a sheet shape, one end of which is attached to the elastic member and the other end of which extends in the direction of the developing roll, and which seals a gap between the developing roll and housing.
