PROBLEM TO BE SOLVED: To provide a floor heating panel capable of flexibly coping with the expansion/contraction of a heat medium circulating tube and also capable of obtaining more extensive arrangement patterns of the heat medium circulating tube than conventional patterns, and floor heating equipment equipped with the floor heating panel. SOLUTION: In the floor heating panel 1, a plurality of elevated parts 3 are formed on one surface of a panel body 2 along a direction equal to each other. A concave groove 4 in which a warm-water pipe can be arranged is formed between the adjacent two elevated parts. The panel body 2 extends farther than one edge 3a of the elevated parts 3 along an elongation direction of the elevated parts 3 at least twice as long as an opening diameter W of the concave groove 4.
