PROBLEM TO BE SOLVED: To allow control on a small output side of an engine without requiring a part for controlling a small amount of air and increase a control area of the engine on a low load side. SOLUTION: A target engine torque is calculated based on an operation amount of an accelerator pedal and the engine speed (S4), and a target intake air amount required for generating the target engine torque is calculated (S5). When the target intake air amount is a set value or more, normal engine control is executed, and when the target intake air amount is less than the set value, an ignition timing during low load is calculated from the target engine torque (S8), and the target intake air amount is fixed to the set value (S9). Thereafter, a basic fuel injection amount corresponding to the fixed intake air amount is calculated (S10), a target throttle opening corresponding to the fixed intake air amount is calculated (S11), and engine control during low load is executed.
