<P>PROBLEM TO BE SOLVED: To effectively circulate and cool lubricating oil in which a brake plate is immersed. Ž<P>SOLUTION: The rotary brake plate 26 is used for a wet type brake device 4 which includes a piston 31 for thrusting and braking the rotary brake plate 26 connected to an axle 2. It includes an annular plate shaped base plate part 41 connected to the axle 2, and an annular friction part 42 provided on part of the surface of the base plate part 41 almost concentrically with the base plate part 41 for contacting a non-rotary brake 25 during braking operation. An oil path 44 is formed over two layers between the friction part 42 and the base plate part 41 to be radially communicated with each other in at least a range from an inner peripheral edge 42a to an outer peripheral edge 42b of the friction part 42.
