<P>PROBLEM TO BE SOLVED: To attach and fix an outer frame for an underfloor inspection hole in a manner so as to correct the levelness even if the levelness of a joist assembly is not correct. Ž<P>SOLUTION: A lip groove-shaped rail 22 opening downward is formed, in a row, on the base flange 12 of an outer frame A. Head relief holes 24 for self-tapping screw are distributedly opened near both ends of the base flange 12. Wide both ends of a spring steel sheet forming a washer 23 for a self-tapping screw 14 are inserted into the lip groove-shaped rail 22 and locked in a manner so as not to be fallen, and the narrow intermediate section of the spring steel sheet is elastically deformed by the head 14a of the self-tapping screw 14 in a manner so as to extend from the downward opening width S1 of the lip groove-shaped rail 22, and pressed against the surface of a joist 13 and fixed.
