PROBLEM TO BE SOLVED: To provide a foam for external heat insulation which facilitates outer wall finish, and a construction method of externally insulated outer wall, which can provide a noncombustible externally insulated outer wall with good workability. SOLUTION: The foam for externally heat insulation is obtained by adding a foaming agent and an organic solvent to a mixture of an inorganic filler including at least calcium carbonate and a vinyl chloride resin, with the content of the vinyl chloride resin being 30 to 70 wt.% based on 100 wt.% of the total filler and resin, and heating and foaming the resulting mixture so as to have a closed cell structure.
