<P>PROBLEM TO BE SOLVED: To provide an image forming device having a lighter processing load and capable of adding an additional signal to an appropriate position, and to provide an image forming method and a program. Ž<P>SOLUTION: The image forming device comprises: a halftone processing part for halftone-processing with a halftone processing cycle; and an additional signal addition-processing part 228 for adding the additional signal 232 to the halftone-processed image signal. Position information is acquired, which determines a relative position between the additional signal 232 and a halftone dot prepared so that the additional signal 232 added by the additional signal addition-processing part 228 does not overlap the halftone-processed halftone dot in a first image area accordance with a common multiple between the halftone processing cycle and a minimum interval of the added dot formed by the additional signal 232. The image forming device further comprises an additional candidate position calculation part 224 for continuously or repeatedly conducting an addition control processing of the additional signal 232 added by the additional signal addition-processing part 228 in the first image area on the basis of the acquired position information in a second image area accordance with the continuous common multiple.
