<P>PROBLEM TO BE SOLVED: To solve the following problem: when noise is removed from a video signal, lightness of the video varies. Ž<P>SOLUTION: A noise component is extracted from the video signal and the extracted noise component is removed to obtain a noise-removed video signal. In processing therefor, an averaging unit 38 averages the extracted noise component, and an addition processing unit 35 adds the level of the averaged noise component to the noise-removed video signal to correct the lightness of the whole video.
