A minimum value classification device obtains a motion vector about a plurality of blocks having a small horizontal/vertical matching error between a previous frame blocks and a present block. The device includes: a first means(10) on a first path, for sequentially arranging the matching error and the motion vector; a second means(12) on a second path, for arranging the matching error and the motion vector; a first switch(16) for connecting the matching error and the motion vector to the first or second path; a second switch(18) having a path opposite to that of the first switch(16); and a controller for generating a control signal to arrange the matching error and the motion vector in the first and second means(10)(12) or to generate the arranged motion vector in the same.
