Data is transmitted to the reception part, then the data is applied to the buffer controlling apparatus comprising a sequence/picture code distinguishing unit(21). The reception data applied to the buffer control apparatus is input to the sequence/picture code distinguishing unit(21), which transmits results distinguishing sequence code from picture code among the reception data to the buffer(22) and a decoder(23). The buffer(22) temporarily stores effective frame data provided from the sequence/picture code distinguishing unit(21), outputting the same to a decoder(23) at a next step. The decoder(23) processes system information of the data applied from the buffer(22), then performing restoration process of the applied data. The frame synchronous signal generating unit(24) generates the frame synchronous signal in accordance with a frame synchronizing start signal.
