Disclosed is a coding mode determiner to variation of a displayed image in an image decoder. The determiner(150) comprises a frame delayer(151), a display variation determiner(152), a mode determiner(153) and a switch(SW150). The frame delayer(151) generates a prior frame according to a current display frame from a motion calculator(20). The display variation determiner(152) determines whether the image is varied or not according to a prior frame from the frame delayer(151) and a current frame from the motion calculator(20). The mode determiner(153) determines a decoding mode according to a signal from the display variation determiner(152), and outputs a signal corresponding to the decoding mode. The switch(SW150) connects a frame rearranger(10) and a DCT(40) for encoding, and connects the subtracter(30) to the DCT(40). Thereby, the decoding mode is able to be adaptively changed for good display quality.
