PROBLEM TO BE SOLVED: To reduce the number of required test devices and to highly accurately measure the communication quality of an object section.

SOLUTION: A test packet transmitter 111 transmits respective test packets including mutually different pieces of identification information to a repeater 121. The repeater 121 duplicates the prescribed number each of test packets received from the test packet transmitter 111, transmits them to a test packet receiver 131, and measures the communication quality with the duplicated prescribed number as population. The test packet receiver 131 counts the received test packets for each identification information.
