PROBLEM TO BE SOLVED: To automatically record a commercial message which is broadcast in areas other than a user's residential area. SOLUTION: A reception unit 101 receives a television broadcast and an acquisition unit 102 acquires information regarding the current position of a moving body. When an area determination unit 103 determines that the current position of the moving body is not in a predetermined area, a broadcast determination unit 104 determines a section of the commercial message in a television broadcast. A video recording unit 105 records the commercial message. Then an association unit 106 associates information on the current position of the moving body with the recorded commercial message and a transmission unit 107 transmits the commercial message to a server.
