<P>PROBLEM TO BE SOLVED: To provide a curtain opening and closing device which can be disposed so as to project always at position horizontal to a curtain in order to dispose a pulling-up member such as a chain at a predetermined interval from the curtain, and to provide a ring-shaped locking implement suitable to apply to the curtain opening and closing apparatus or the like. Ž<P>SOLUTION: The curtain opening and closing device includes: a member 4 for pulling-up operation such as a cord, a rope and a chain connected with the curtain 2 to move the curtain 2 in a predetermined direction; and the ring-shaped locking implement R which causes the member 4 for pulling-up operation to pass through. The ring-shaped locking implement R includes a ring-shaped member r1 and a nearly C-type torsion spring r2 mounted to the ring-shaped member r1 and exhibiting spring operation. Each of distal ends r2a and r2b of the C-type torsion spring r2 is deviated in position and sandwiched at predetermined places of the ring-shaped member r1.
